Frankton Public Library – New lease and fitout
Managing the lease tender process, fitout and opening of a new 600m2 public library on the Frankton Flats at Remarkables Park.

Queenstown Lakes District Council (QLDC)
Due to public demand, QLDC brought forward plans for a new library in Frankton. The aim was to have a building and location that will attract people to the library, and the flexibility to be multifunctional.
The project was completed on time, to budget, and resulted in a high-quality, modern, community library, on a par with the best of its peers in NZ, that received considerable positive community feedback.
APL was contracted to oversee the process, competitively tender the new commercial lease, the design and specification, and oversee the construction and fit-out works. APL’s services included:
- Developing the brief
- A competitive tender of the works
- Analysis of the options
- Negotiating terms
- Stakeholder consultation
- Design and consent
- Construction
Our team worked collaboratively with key QLDC stakeholders, including Community Services, Corporate Services, Property, Infrastructure and Finance, and the Libraries Team, to agree a preferred location, and the design and configuration of the new library.
